Caesars the Latest to be Awarded Mass Sports Betting License


State regulators in Massachusetts approved Caesars to operate a sports betting website in the commonwealth.  They become the third casino company granted a license after Wynn and MGM.

The Massachusetts Gaming Commission voted unanimously to allow Caesars following a grueling review of MGM Springfield's tie-in with a third party vendor that runs its mobile site BetMGM.  Commissioners delayed a decision on the sports betting license application from Plainridge Park Casino due to concerns over ties with Barstool Sports and its controversial founder, Dave Portnoy.

BetMGM was approved for a license one day prior to acknowledging a breach of customer accounts occurring some time in May of this year.  BetMGM parent company, Entain, had been handed down a record fine by UK regulators for failure to implement money laundering safeguards over the summer. 

Caesars already has a foothold in a number of U.S. states including Louisiana.  We had an opportunity this past week to visit their sprawling sportsbook in Harrah's New Orleans.

Caesars Louisiana sportsbooks are making a name for themselves for their willingness to accept huge million dollar bets from Houston area furniture mogul Jim "Mattress Mack" McIngvale.

Florida-based Hard Rock International now running iconic Mirage resort in Las Vegas




LAS VEGAS - A new operator, Hard Rock International, started running the iconic Mirage resort on the Las Vegas Strip on Monday, following Nevada state gambling regulatory approval for a nearly $1.1 billion sale by former site owner MGM Resorts International, the companies said.


Hard Rock International, owned by the Seminole Tribe, said it plans to reshape the property at the center of the glittery Las Vegas Boulevard casino corridor by replacing its volcano attraction with a huge guitar-shaped hotel tower.


Company Chairman Jim Allen said in a statement that the property's 3,500 employees were absorbed Monday into Hard Rock's 45,000-member workforce. The company has cafes, hotels, casinos and concert properties around the world.


"We are excited to create an integrated resort on the Strip that will make this legendary entertainment community proud," Allen said. The statement specified there were no immediate plans to close The Mirage or lay off employees.


Hard Rock and MGM Resorts announced plans for the operational takeover a year ago. The deal became official following Nevada Gaming Commission approval at a special meeting Friday.


"We're thrilled to welcome Hard Rock to the neighborhood and wish them all the very best," Bill Hornbuckle, CEO and president of casino giant MGM Resorts International said in a statement.


The more than 3,000-room hotel on 80 acres becomes the first on the Las Vegas Strip to be run by a Native American tribe.


East of the Strip, the Connecticut-based Mohegan Tribe operates a casino that opened in 2021 at Virgin Hotels Las Vegas after that property - named Hard Rock Hotel & Casino - was purchased in 2018, renovated and rebranded by Virgin.


West of the Strip, an affiliate of the California-based San Manuel Band of Mission Indians owns and operates The Palms.


Seminole-owned Hard Rock International had no previous involvement with the former Hard Rock Hotel & Casino that operated from 1995 to 2020. It bought licensing and naming rights in May 2020. The Mirage redevelopment plan is projected to run through 2023. Costs have not been disclosed.


Daily operations "are set to continue under The Mirage brand for the foreseeable future, and all room reservations and group bookings will be honored with no action required by guests or group organizers," the company said.


"The process ... ultimately will dramatically reimagine every aspect of the resort and change the Las Vegas skyline with the addition of a guitar-shaped hotel tower," the company promised.


Hard Rock International also entered into a long-term lease agreement with VICI Properties Inc., a real estate investment trust that acquired MGM Resorts properties this year in a $17.2 billion deal with MGM Growth Properties, a publicly traded landowner of holdings in eight states. New York-based VICI owns properties and leases them back to hospitality and entertainment operators.


The sale marks the end of an era for a Polynesian-themed property built by former casino mogul Steve Wynn and credited with helping transform Las Vegas from a gambling hub into an ultra-luxury resort destination with broader appeal.


It opened in November 1989, with a sidewalk-side volcano spewing fire years before gondoliers began plying canals at the Venetian and fountains started dancing at the Bellagio. For years The Mirage hosted Siegfried & Roy taming white tigers. It remains home to a Cirque du Soleil show set to a Beatles soundtrack.


The change-of-hands is one of several involving well-known properties on Las Vegas Boulevard. Rhode Island-based Bally's Corp. completed its acquisition in September of the Tropicana Las Vegas Hotel and Casino. Bally's Corp. does not own Bally's Las Vegas on the Strip.


Caesars Entertainment Inc., which owns Bally's Las Vegas, is rebranding the 2,800-room property as the Horseshoe Las Vegas. That draws on a name made famous at a downtown gambling hall that hosted the first World Series of Poker.

Massachusetts (Boston Harbor) - Wynn Resorts December 1 completed a deal for the sale of Encore Boston Harbor’s land and real estate assets to Realty Income Corporation. The $1.7 billion cash sale represents a 5.9% cash cap rate with all necessary regulatory approvals finalized. Net proceeds of the sale result in Wynn’s global liquidity position of $4.4 billion. Wynn Resorts will continue to operate Encore Boston Harbor through a triple net lease arrangement with Realty Income. The lease has an initial annual rent of $100 million for a term of 30 years, with one 30-year renewal option.

Red Bull have helped to promote F1's newest race in Las Vegas set to debut in November next season.


Red Bull have driven a Formula One car through a Las Vegas casino ahead of this weekend’s F1 launch party. Visitors looked shocked as the car shot past blackjack tables at the iconic Wynn Las Vegas Casino.


Ahead of its run, the car was parked in the foyer with fans able to get close to the car. After driving through the casino, the car came to a stop at the front of the building where it was collected by a team of Red Bull mechanics.


The demonstration was completed with a drifting display from the F1 car and Red Bull’s Stadium Super Trucks machine. Social media users were shocked at the footage with some in awe of Red Bull’s display.


Twitter user @burrrke posted: “I would say there’s definitely room for disaster here, but I’ve never been in a casino or driven a F1 car. @masaloin added: “I should’ve been in Vegas seeing the Red Bull f1 car driving in the casino and on the Strip.”


Red Bull also took part in a filming session on the Las Vegas Strip on Wednesday. It comes just days before this weekend’s launch event to mark one year before the first race.


Fans reported on social media that Sergio Perez was behind the wheel of the car as the cameras started rolling. Footage shows Perez driving up and down the famous Strip before doing a 180-degree spin for the crowd.


Perez has already been confirmed to be attending the event at Caesars Palace on Saturday night. He will be joined by Mercedes F1 stars Lewis Hamilton and George Russell as well as Williams driver Alex Albon.


The event will be completely free of charge and will allow fans a chance to get up close with the cars. Spectators will also be treated by a live car demonstration on Las Vegas Boulevard and be introduced to the four drivers on the main stage.


Those in attendance can also enjoy F1's Pit Stop Challenge and grab photos with cars and trophies. F1 CEO Stefano Domenicali said the event would give locals a “taste of things to come” ahead of next season’s debut Grand Prix.


He explained: “We are thrilled to welcome our fans to the launch of the 2023 Las Vegas Grand Prix. The Las Vegas Grand Prix is going to become a regular fixture in the city and on the global sporting calendar, so it is important to have local fans both celebrated and celebrating with us from the very start.


“This launch is a small but exciting taste of things to come over the next year when all the Formula One teams hit The Strip."

Summer tourism profitable despite nagging inflation 

New Jersey (Atlantic City) - Eric Conklin, The Press - Between Atlantic and Cape May counties, tourism officials say the summer season may not have been as hindered by inflation as was feared months ago. “I think the summer was strong,” said Michael Chait, president of the Greater Atlantic City Chamber of Commerce. Cape May County tourism director Diane Wieland said, “This year, as we went into it, we kind of predicted that things were not going to be as great, but it was still going to be good,” Wieland said. Wieland said beach badge sales and occupancy tax collections — two revenue streams the county uses to gauge its tourism economy — were slightly down from a year ago 2021 but remain strong.

Suppliers relocate resources to other Asian gaming markets 

Asia (Macau) - Tony Lai, Macau Business - Suppliers of casino gaming equipment with operations in Macau are relocating manpower and resources to other gaming jurisdictions in Asia like the Philippines and Singapore, Bloomberg reported.  The financial news agency quoted Jay Chun, chairman of the Macau Gaming Equipment Manufacturers Association, saying at least four multinational casino suppliers in Macau were doing so. Data from Bloomberg Intelligence said the gaming revenue of Macau only recovered to about 18 per cent of the 2019 level…the Philippines and Singapore recuperated back to 79 per cent and 68 per cent of the pre-pandemic levels respectively in the six months ended June 2022. 


Circa still faces $4.5M overlay in football contests

Changes make Colorado an enticing casino market  

Colorado (Black Hawk/Cripple Creek) - Howard Stutz, The Nevada Independent - Nevada’s major gaming companies avoided Colorado for nearly two decades after casinos were legalized in the historic mining towns of Black Hawk, Central City and Cripple Creek.  Initially, bets in the state were limited to $5 and casinos were not open 24/7…There was zero interest by Las Vegas or Reno casino operators to enter Colorado. Expansion from tiny storefront casinos to mid-sized resorts has been taking place over the last few years. In Black Hawk, three properties account for more than 1,300 hotel rooms, roughly 85 percent of the total market. In Cripple Creek, a 300-room hotel-casino that is being built by Las Vegas-based Full House Resorts will double the market size when it opens next year. Las Vegas and Reno gaming companies committed millions of dollars to change the perception of the Colorado casino communities. 


Muckleshoot Tribe lifts final iron beam onto future hotel tower 

Washington (Indian gaming) - Robert Whale, The Reporter - To the beating of drums, dancing and the chanting of sacred songs, the Muckleshoot Tribe gathered to celebrate the topping-off ceremonies for its 18-story, 400-room, luxury hotel tower on Aug. 26.  Then, to a loud cheer, construction workers hoisted the final steel beam for the Muckleshoot Casino’s highly anticipated resort tower into place, and as it slid into place, the tribe celebrated the feat with fireworks. The event heralds the first major addition to the casino since the gaming establishment opened 27 years ago at 2402 Auburn Way S. 


Foxwoods’ new $85 million casino project will create “vibrant hub”, CEO says 

Connecticut (Indian gaming) - New London Day - Foxwoods Resort Casino’s plan to add a sixth gaming space is as much about rearranging the layout at North America’s biggest casino as it is expanding, Foxwoods’ top executive said Thursday. "The thought is to create a vibrant hub of activity in the heart of the property,” Jason Guyot, president and chief executive officer, said in a phone interview. "We’re spread out so far, from the Rainmaker Casino on one side to The Fox Tower on the other side, it’s difficult for guests to manage. There’s no better place to put it (a new gaming space) than Grand Pequot, the busiest section of the property ― the heartbeat of the property.” Guyot said the new gaming space, which will replace the Grand Ballroom, will have around 500 slots, including 175 high-limit machines, and 24 table games, including the usual mix of blackjack, roulette, craps and the like, as well as a 40-seat bar.

Circa Sports at Legends Bay

Circa Sports at Legends Bay is open daily from 8 a.m. to 10 p.m. and boasts a 10-by-15-foot Daktronics video board displaying live odds and six of the day’s hottest games. The biggest events in sports are always be broadcast, including the full Sunday football lineup.

With a capacity of nearly 140, the venue features multiple 60-inch TVs and a variety of seating options. Each seat includes USB and power outlets for guests’ convenience. During their visit, guests can order a variety of gameday bites or libations. Circa Million IV & Circa Survivor

Circa Million IV and Circa Survivor are taking entries through September 10 at Legends Bay, either in person or via proxy beginning the opening day of the book. Details are as follows:

Circa Million IV will deliver $6 million in guaranteed total prizes, with a $1 million first place prize that comes with a coveted, handmade Circa Sports blue jacket. The contest includes no rake, and any extra fees go into the quarter and full-season prize pools.

$3.65 million will be allocated amongst places two through 100 and $300,000 of prizes per quarter will be awarded every four to five weeks. The last place booby prize winner will receive $100,000 and second to last place booby prize winner will receive $50,000.

Each player will make five professional football picks against the spread each week. One point will be awarded for each correct selection and one-half point for each push. Each entry for Circa Million IV is $1,000, with a maximum of three entries per person.

Circa Survivor will offer a $6 million payout for the last entry standing. A $1 million undefeated bonus prize will be gifted for any entry that goes 20-0. To be eligible for this bonus prize, an entrant must not choose either of the teams that played in the 2022 Big Game.

Circa Survivor will consist of up to 20 legs throughout the year, one for every week of the football season plus two special weeks. Each week, participants will choose one different team to win straight up, but the player cannot pick the same team twice for the duration of the season. Thanksgiving and Christmas will each be considered their own contest weeks. Entries are $1,000 each, with a maximum of six entries per participant. An entrant can purchase up to six additional entries if they lose their original entries on the opening Thursday Night Football game. An entrant cannot go into the Saturday deadline with more than six active entries.

Entries are eliminated from the contest by selecting a team that subsequently loses or ties its game that week. If more than one entry remains after 20 legs, the pool will be split equally amongst all the entries that successfully submitted a selection during the leg. If an entry wins before the 20th leg of the contest, the winner will have the opportunity to continue making selections each week to try and achieve the 20-0 record.

Nevada records fourth highest July gaming win in history and second highest on the Strip

Nevada gaming surpassed $1 billion in revenue for the 17th consecutive month in July, marking the fourth highest monthly total in history at $1.31 billion and the second highest ever on the Las Vegas Strip. It took a record July 2021 to keep last month from surpassing that total. July 2022’s revenue decreased $43 million, a drop of 3.2%, from the $1.35 billion in July 2021, according to the Nevada Gaming Control Board.


IGT to pay $270 million to settle social gaming lawsuit

Global gaming giant IGT says it will pay almost US$270 million to settle a class action lawsuit brought against it by customers of its former social gaming subsidiary DoubleDown Interactive Co Ltd (DDI). Ainsworth returns to profit in FY22 as American markets boost recovery

Australian slot machine supplier Ainsworth Game Technology Limited (AGT) returned to profit in the financial year ended 30 June 2022, aided by improved performance in Latin America and the global-wide recovery from the COVID-19 pandemic. Star Entertainment must wait a month for the outcome of damning public hearings into the gambling giant's Queensland operations.

After three days of testimony in Brisbane, public hearings into Star's suitability to hold a casino licence have concluded.

Counsel assisting Jonathan Horton QC told the final day of submissions on Monday the casino operator had committed a raft of questionable operational errors.

The inquiry was told that the casino repeatedly allowed banned high rollers to gamble at Queensland venues in breach of its exclusion policies.

Star also 'pursued' high rollers to visit its Queensland operations, playing for them to travel by private jet and stay in luxury accommodation for free as banned southern players hit the tables in Queensland.

Case studies outlined in the hearing revealed Star allowed patrons banned from casinos in NSW and Victoria, and linked to the Italian mafia, to gamble in its Queensland venues for years.

One man became one of the top 10 players at the Star Gold Coast after being banned from Crown Melbourne in 2014 and The Star, Sydney, by NSW police seven months later.

Another case study, Person 1, was banned from The Star Sydney in 2007 due to alleged involvement in criminal activities but gambled millions of dollars at the Gold Coast's Star casino.

Mr Horton said that of the 768 people banned from NSW casinos, 36 were later allowed to play the tables in Queensland.

"On that topic, we say the errors placed in serious jeopardy the integrity of Queensland casino operations," Mr Horton said.

Counsel for Star Entertainment argued the company's advice was it did not have grounds to ban interstate gamblers.

"The understanding, based on legal advice at the time ... was we could not use the NSW exclusion to justify a Queensland exclusion," Gareth Beachem said.

"The failure to immediately exclude somebody in Queensland was not based on some perception that there might have been better information around, but on the fact that the lawyers would say that that piece of evidence wasn't admissible in court to use in Queensland to justify an exclusion."

Mr Beachem said that because the interstate ban was inadmissible, the onus fell on Star to "find some other evidence" to exclude patrons.

Star's anti-money laundering general manager says that person would have been banned under the company's current policies.

The probe also heard the casino operator allowed China UnionPay cardholders to withdraw cash to bet at its Brisbane and Gold Coast casinos but recorded those transactions as "hotel purchases" with National Australia Bank.

Using debit cards for gambling isn't illegal in Queensland, but the Chinese lender prohibits the practice.

Judge Robert Gotterson will report to the attorney-general by September 30.

Casino operator Star Entertainment Group has swung to an annual loss, weighed down by extended COVID-related closures and a hefty writedown at its flagship Sydney casino amid regulatory troubles.

Australia's second-biggest casino operator on Monday posted a full year loss of $198.6 million for the year to June 30, compared to a $57.9 million profit a year earlier.

The company said it took a financial hit after its three properties on the east coast were collectively closed for 125 days in the first half of the year due to pandemic restrictions.

It also slashed the value of goodwill for its main Star Sydney property by $162.5 million "due to regulatory and other uncertainties".

Star said normalised net loss, excluding the significant items, was $32 million. Revenue for the year to June 30 dipped 1.2 per cent to $1.53 billion.

"Clearly, in the regulatory environment we're working our way through it was appropriate to consider a higher level of risk and so we effected that through the weighted average cost of capital. The consequence of that was an impairment on the Sydney property," interim Chairman Ben Heap told AAP. 

By 1415 AEST, shares in the company were down 1.7 per cent to $2.86, adding to the nearly 20 per cent drop in value so far in 2022.

Star's fortunes have sagged in recent months amid regulatory scrutiny after hearings at an NSW inquiry unearthed allegations about money laundering, fraud and links to organised crime at its Sydney casino.

The company is now awaiting the outcome of that review into its suitability to hold a NSW casino licence by the end of this month. 

It faces a separate investigation from the financial crimes regulator, as well as an inquiry on its suitability to hold a casino licence in Queensland, which is set to hear from witnesses from Tuesday. 

Star is also facing competition from bigger rival Crown, which opened the doors of its Sydney casino earlier this month following the long-delayed green light from the NSW watchdog, after recently emerging from its own regulatory troubles. 

Star, currently the dominant casino operator in Sydney, says it's too early to form a view on the impact of Crown, but added that "it recognises that it will be operating in a competitive marketplace".

While domestic gaming demand has picked up, international business is still down significantly as Australian casinos steer clear of junket operators, which previously contributed significant numbers.

They have also been affected by the slow recovery of the international tourism market, which is likely to rebound to pre-COVID levels only over the next couple of years.

Still, the group says it's seeing the positive revenue trends from the fourth quarter of FY22 continuing into the current financial year.

Domestic revenue for the period from July 1 to August 18 rose 9 per cent on the comparative pre-COVID period of 2019, largely thanks to a 26 per cent recovery in the Gold Coast's domestic revenue.

Domestic revenue at the Star Sydney was in line with pre-COVID levels.

"That sort of run rate is very encouraging. It indicates our growth sits above pre-COVID numbers, and given all the factors that we're facing at the moment, the underlying performance of the business has been terrific," Mr Heap said. 

Star will not pay any final dividend, meaning it has not paid any dividend for the FY22 year.

After a decade of drama, Sydney finally has two casinos vying for its gambling dollar - separated by the barest sliver of a harbour.

Crown Resorts and Star Entertainment Group have been put through the regulatory ringer, many would say belatedly, for their shoddy approach to compliance. But suitably chastened, both are now ready to go toe-to-toe in their pursuit for punters.

However, as Crown Sydney’s marketing brochures highlight, the multibillion-dollar resort dreamed up by billionaire James Packer is staying true to its promise of focusing on high rollers. There is no enticement for the grind market, which is the staple of The Star and the poker machine dens across Sydney.

A $10,500 bar tab is the sort of spend needed to get a punter through Crown Sydney’s VIP gaming room doors at Barangaroo, which opened for the first time this week. This figure is based on Crown’s rewards program for Barangaroo which, ironically, does not specify how much gambling is needed to reach the Gold and Platinum status needed to gain entry to its gaming facilities.

One thing is clear, Crown clearly does not have to worry about the “RSL on steroids” tag, which dogged The Star for years.

Crown, under the new ownership of US private equity group Blackstone, has also remained faithful to Packer’s mantra that the gaming operation - which was originally due to open alongside the hotel in December 2020 - remains central to the economic feasibility of the entire resort.

“Crown Sydney is quite a unique facility and integrated resort. I think that integrated nature will also extend itself to the integrated nature of income,” Crown Sydney chief executive Simon McGrath said.

“It’s got a very good balance of gaming, hospitality, restaurants, bars and spas and other facilities. And I think that’s really important.”

Barangaroo needs to be firing on all cylinders. Blackstone paid $8.9 billion for the entire Crown operation in Australia, a price that took the casino operator back to a valuation that pre-dated the scandals and a regulatory nightmare that has seen it deemed unfit to hold a casino licence in all three states in which it operates.

The inquiries were triggered by a series of reports by The Sydney Morning Herald, The Age and 60 Minutes in 2019 that examined Crown’s irresponsible treatment of problem gamblers and its relationship with high-roller “junket” operators linked to powerful Asian criminal gangs.

The regulatory upheaval, which is still impacting both Crown and Star, is another unwelcome juggle for the newly opened facility.

“First, and foremost, we’ve got to make sure that we deliver safe and responsible gaming, and then we deliver the curated experience of luxury service,” McGrath says. “I think the combination of both those will give us a strong and sustainable business going forward.”

Also making life tougher is the fact that the disgraced junket operators, which did the dirty work of attracting Chinese high rollers, and extracting the cash when they lost - for a significant fee - have been banned.

But Crown’s new operation offered a not-so-subtle hint that Chinese gamblers are still on the radar with its opening date 08.08.22: eight is the luckiest number in Chinese culture with its traditional association with wealth.

Whether it succeeds in wooing them will be clearer in October when its exclusive high-roller floor opens.

To enter the hallways of Barangaroo’s Mahogany room - which houses 30 private salons for the serious high-rollers that Crown once enticed with its own private jets - a minimum spend of $45,000 across its bars, restaurants and hotel is needed to attain the Platinum status necessary for entry. Once again, Crown’s brochures do not specify the level of gambling spend needed for Platinum status.

Of course, the serious high rollers will be offered the Black tier membership which is by invite only.

Market analysts no longer track Crown as it is a private company, but in December last year, Macquarie forecast that Barangaroo could end up with 35 per cent of Sydney’s tables-based gambling market by the 2025 financial year. This is expected to be worth $923 million. Macquarie forecast VIP turnover of $10 billion by 2025.

Meanwhile, analyst reports focused on the ASX-listed Star following a July market update highlighted that poker machine and non-gambling revenue, across its Sydney and Queensland casinos, have soared above pre-COVID levels. Table gaming revenue, which is all Crown is relying on in Sydney, remains subdued.

Crown will have 160 tables, plus 66 electronic tables operating across the Crystal Room and 30 private salons on the Mahogany floor. While Crown Sydney will ensure Star’s table gaming revenue does not recover in Sydney, Star does have a secret weapon that Crown cannot rely on: the grind market.

“In NSW, we note that Club electronic gaming machine (EGM) data to May-22 is consistent with Queensland, with profit per EGM running at 129 per cent of pre-COVIDlevels,” a report from Goldman Sachs said last month.

And as JP Morgan analyst Don Carducci pointed out in a recent research note, The Star has a lot at stake as it extracts roughly $115 million in EGM, or slot, revenue from its top-tier gamblers on top of what it gets from their table-based gaming.

“The slot support for Star cannot be overstated; approximately one-third of Sydney (VIP) revenues are linked to slot play,” he said.

A fund manager who watches the casino market closely, says Crown has had the edge with high rollers in Melbourne due to the assets it had at its disposal including golf, horse racing and the Grand Prix.

“They always attracted that tier one player and probably didn’t have to do as much as what Star needed to do to attract those players to this market,” the fund manager, who did not wish to be identified due to the sensitivities of the high roller business, said.

But high roller rooms are not where the big money is made.

“Crown had the advantage on that part of the business, but it’s worth remembering. It’s not the best part of the business,” he said.

“The grind, that’s where you make your margin. That’s 80 per cent of your profit.”

The NSW casino regulator has warned that its independent monitor installed to watch Crown’s Sydney casino will scrutinise every move Crown makes at the $2.2 billion Barangaroo tower when its high-roller gambling floor opens for the first time today.

As gaming group Crown's flagship skyscraper casino on Sydney Harbour finally opens its doors to VIP customers, anti-gambling groups are concerned about the harm caused by gambling.

Only Crown members and guests will be allowed to wager when the Crystal Room gaming floor opens on Monday, with patrons having to undergo comprehensive checks.

Crown had been prevented from opening the high-end casino in its $2.2 billion dining and hotel tower in Barangaroo for more than a year.

The opening was blocked after an inquiry led by former Supreme Court judge Patricia Bergin found Crown was not fit to operate a casino.

The inquiry heard evidence of foreign junket operators with likely organised crime links being allowed to do business through the casino.

The approval was finally granted earlier this year by the NSW Independent Liquor and Gaming Authority (LGA) for the members-only gaming facilities inside the upscale Barangaroo complex.

This week the NSW government will introduce legislation designed to improve transparency and accountability for casino operators and clamp down on organised crime and money laundering risks.

The centrepiece of the reform will be the establishment of the NSW Independent Casino Commission, which will have enhanced and wide-ranging compliance and enforcement powers likely to extend beyond the existing powers of the existing authority.

Casinos will be banned from dealing with junket operators under the reforms.

The chief advocate of the Alliance for Gambling Reform, Tim Costello, said the Royal Commission into Crown Casino Melbourne exposed a pattern of predatory behaviour that caused great harm.

"Gambling harm was front and centre of the inquiry, it was clear that Crown failed to protect people and instead systematically sought to exploit them," he said in a statement on Monday.

"With the opening of Crown Sydney, we hold deep concerns about the gambling harm its operations will cause, and we are fearful that the NSW government will not put in place strong enough measures to protect people, their families and communities across the state."

Wesley Mission general manager Jim Wackett said he had no confidence in Crown's commitment to minimising gambling harm.

"Crown Sydney is pitched as an 'exclusive high roller' venue, but with minimum table game bets starting from as low as $20, the casino will be accessible to many more people than they imply, increasing harm to the community," he said.

"It is just another example of why we can't trust Crown to administer their products in a way that protects the community.

"To be clear, there's nothing exclusive about gambling harm - it affects high rollers to everyday punters, and we see the full impact on individuals and families through the services we provide."

NCOSS chief executive Joanna Quilty said more needed to be done to address the scourge of gambling.

"Problem gambling destroys individuals, families and communities, and it's often the social services sector that is left to pick up the pieces," she said.

Crown's conditional period, which will run for 18 to 24 months, will allow the LGA to monitor changes made at Crown Sydney.

The once-listed Crown has been taken private by US investment firm Blackstone after a successful $8.9 billion takeover was ticked off in June.

Other

More than 18 months after the launch of non-gaming operations, Crown Resorts will open the casino at its AU$2.2 billion (US$1.6 billion) Crown Sydney development today.

The VIP-only casino will set over two high-end VIP gaming rooms – the Crystal Room and Mahogany Room – with 12 additional exclusive private Sky Salons located on levels 28 and 29. The facilities feature approximately 160 gaming tables and 70 electronic table games, as well as premium dining options and outdoor terrace areas for members.

However, only the Crystal Room will welcome guests today with Mahogany Room to open at a later date.

The long-waited launch of Crown Sydney’s casino comes some time after non-gaming operations commenced in December 2020, with Crown Resorts having been found unsuitable to hold a NSW casino license following the Bergin inquiry.

The company since undergone a substantial corporate makeover, prompting the NSW Liquor and Gambling Authority to recently issue Crown with a conditional license which it said would give the regulator additional time to monitor the final phase of Crown’s restricted gaming licence suitability assessment.

Crown Sydney CEO Simon McGrath said the property’s casino “sets a new standard in luxury and elegance – from the design of the room to the overall member experience. The salon floors are flooded with natural light to highlight our unparalleled waterfront views, while the finishes and furnishings are of the highest quality and standard.”

‘Huge step forward’: Government clears way for The Star Sydney’s luxury tower



The Star Sydney is gearing up for the development of a six-star Pyrmont hotel and entertainment precinct after the NSW Government last week cleared the way for the proposed site.

As part of a 20-year framework to revitalise the Pyrmont area and drive visitation, the state government has made changes to planning rules that will allow The Star to enter a development application and approvals process to build a 105-metre hotel, new theatres and a rooftop dining area.

The Star Sydney’s recently-appointed CEO, Scott Wharton, welcomed the decision saying it supports The Star’s ambition to become ‘Australia’s leading tourism and entertainment destination’.

“It represents a huge step forward to eventually realising what have been long held ambitions to increase our tourism and entertainment offerings while creating jobs and delivering other significant economic and community benefits,” Wharton said in a post on Linkedin.

“This means that The Star could in the future with the necessary approvals add a new luxury hotel – it would be the property’s fourth – to its suite of award-wining accommodation offerings, expand its dining portfolio with rooftop dining experiences and additional theatres to complement the Sydney Lyric Theatre.”

Wharton believes that the addition of these new entertainment venues will draw more visitors to the city and help support the arts industry’s COVID recovery.

“Not only would a buzzing theatre precinct such as this be a wonderful asset for Sydney, attracting both international and local productions and advancing the city’s vibrant arts and culture scene, it would also act as a catalyst to create more jobs and further support the state’s tourism sector,” he said.

In 2020, The Star’s hotel proposal was evaluated to be aligned with the strategic intent of the Pyrmont Peninsula Place Strategy, subject to certain requirements, including a maximum height of 105 metres so that it would not overshadow public and open spaces.

During public consultation, government found that business and industry groups mostly supported The Star’s hotel proposal and the economic opportunities it could bring, while many residents and community groups objected due to concerns around building height, overshadowing and wind impacts.

On announcing the planning changes that will facilitate four major sites within the Pyrmont Peninsula, NSW Planning Minister Anthony Roberts recognised the ‘significant potential’ of the area and the economic opportunities that lie ahead as a result of new developments.

“We’re giving industry and the community the certainty they need to bring to life incredible new assets, including an Indigenous residential college at the University of Technology Sydney, and The Star’s planned six-star hotel which will be located next to a proposed new theatre, as well as new dining and retail spaces,” said Roberts.

“This milestone means we have completed the first stage of implementing our 20-year strategy, which aims to unlock 23,000 new jobs and 4,000 new homes for the area.”

The planning changes also support the introduction of two sites for the new Sydney Metro Station, one of which includes an integrated tower.

The Star is currently awaiting the findings from the Bell Review, an independent review of processes at The Star Casino, which are expected next month. The review considers how effectively The Star is complying with its statutory obligations and whether it remains suitable to hold a casino licence.

The Crown gaming empire’s flagship skyscraper on Sydney Harbour will open its luxury casino in two weeks.

“The doors to Australia’s only VIP casino will begin opening to members and guests from 08.08.2022,” Crown said in a statement on Monday.

Crown had been prevented from opening the casino in its $2.2 billion dining and hotel tower in Barangaroo for more than a year.

The opening was delayed and then blocked after an inquiry led by former Supreme Court judge Patricia Bergin found Crown was not fit to operate a casino.

Last month the troubled gambling behemoth was given approval by the NSW Independent Liquor & Gaming Authority for the members-only gaming facilities inside the upscale Barangaroo complex to finally open on a conditional basis.

The conditional period, which will run for 18 to 24 months, will allow the authority to monitor changes made at Crown Sydney and ensure they are “embedded” in the business.

“The opening of our gaming operations at Crown Sydney is a defining moment for Crown, and the culmination of months of hard work from our dedicated team,” Crown Sydney CEO Simon McGrath said.

“The entire team at Crown Sydney has been preparing for this moment for a long time and we felt the symbolism of the 08.08 date represented ideal timing to open our doors.”

The number eight is believed to be the luckiest number in China because eight is associated with wealth.

LGA chair Philip Crawford said last month the Bergin inquiry highlighted the scale and scope of issues to be remedied by Crown, with potentially billions of dollars having been laundered through its casinos.

“With a complete clean-out of the board and senior executive, Crown has made significant progress and has agreed to ongoing work to regain its casino licence,” he said in a statement.

Crown says its gaming operations are set “over two luxurious VIP gaming floors – Crystal Room and Mahogany Room – with 12 additional exclusive private Sky Salons located on levels 28 and 29”.

The facilities accommodate approximately 160 gaming tables and 70 electronic table games.

The Crystal Room gaming floor will open on day one, with Mahogany Room set to open at a later date.

“We are committed to delivering a safe and responsible gaming environment for all, and Crown Sydney’s restricted gaming facility has been designed with the highest levels of governance and compliance,” Mr McGrath said.

All patrons are required to be a member or guest of a member and undergo comprehensive checks.

“The gaming floors at Crown Sydney set a new standard in luxury and elegance,” Mr McGrath said.

The once-listed Crown is being taken private by US investment firm Blackstone after a successful $8.9 billion takeover was ticked off last month.

Australia’s Star Entertainment Group Limited has named former Tatts Group boss Robert Cooke as the company’s new Managing Director and CEO.

Cooke replaces Matt Bekier in the role, his predecessor having stepped down amid the recent regular review into Star’s operations which uncovered a series of failings around anti-money laundering controls at The Star Sydney. Chairman John O’Neill also departed last month.

“A comprehensive search conducted by global executive recruitment firm Spencer Stuart identified a number of quality candidates,” said Interim Chairman Ben Heap.

“Following a thorough process, the Board concluded that Robbie was the standout candidate with the ideal combination of experience, capabilities and attributes to lead The Star.

“Robbie is a trusted, respected and highly experienced chief executive. He has been the CEO of major ASX 200 listed companies and brings extensive commercial experience in operating and driving transformation programs within highly regulated environments, overseeing large workforces and building executive teams in multi-jurisdictional locations.

“As CEO of the lotteries, wagering and gaming operation at Tatts Group, he led a comprehensive transformation program and secured valuable licence agreements with various State governments. In his role at Wotif.com, Robbie helped build a market leading business across the hotel sector during a period of significant industry disruption. Most recently at the Australian bank and payment fintech, Tyro Payments, he led the company through the post Financial Services Industry Royal Commission environment with a focus on risk culture, cultural alignment and employee engagement whilst driving strong transaction growth from ~$13 billion [AUD] to in excess of $30 billion [AUD] over 4 years.

“Given The Star’s significant investments to develop world-class tourism and entertainment destinations in South East Queensland and Sydney, the Company will benefit significantly from both his understanding of the industry’s regulatory environment and extensive insights and experience across the hotel and broader hospitality sector.

“Robbie is well placed to lead The Star and restore confidence in the organisation. He is an outstanding choice to guide the Company through its critical ongoing renewal program, a body of work already underway that will deliver a number of near and medium-term initiatives focused on governance, culture, training, systems and technology.”

Cooke, whose appointment and commencement date will be confirmed upon gaining regulatory approval, said he was committed to helping Star rebuild its reputation.
